What Does A Small Central Focal Disc Protrusion On An MRI Report Suggest?

I had an MRI and it shows C5-C6: small central focal disc protrusion, partially CSF anterior to the cord, No cord compression or significant spinal stenosis, no foraminal stenosis. What does all this mean - is surgery the process for getting rid of the pain I have in the back of my neck and going up to the top part of my head
