What Does A Lump On The Neck Indicate?

at the base of my neck my spine has a lump and is very tender to the touch. I have been having long term numbness, tingling and weakness in my hand. Had a nerve conduction study and it was normal. They were checking for carpal tunnel. This was 6 months ago and the place on the neck popped up about 2 months ago and has gotten worse.
