I am 72 and have COPD and have been on medication for a year -- I am working out to increase my strength and watching my heart rate -- walking around it is in the 80s-- on the golf course it goes to around 100 -- one light joh around the track and it goes to 116 -- is this ok?

Yes this is fine unless there is pain in chest or palpitation. In this case you should do ergometry and heart ultrasound and have cardiologic examination. Otherwise, you should just measure your blood pressure and b+pulse frequently and regulate bodyweight.
