What Do Rashes Under The Forearms Indicate?

I developed welt on my fore arms and under the fore arms They then blistered with clear fluid. I have no pain or itch. went to the doctor yesterday and was superscribed Methylprednisolnone and benadryl. Started treatment yesterday and today. Last night the welt started to go away, but today after being outside for 4 hour; the have returned and new ones started. They have blistered and I popped them, and peeled the skin off them. Not pain at all.
