What Do Itchy Rashes On The Body Indicate?

My mother in law 93 has various appears to be bites all over her body approximately twenty or so a lot of itching! No new meds, foods or anything different. Indoors mostly, no pets, today experiencing a sore throat. Trying to get her to use cortisone lotion and Benadryl. Is there anything going around that would cause these symptoms. She lives in Southern California
