What Could Congested Chest, Choking On Mucus And Chesty Cough In An Infant Indicate?

Hi From the day my baby was born he has sounded congested. It has got worse and he regularly chokes on mucus, it is much worse at night when I lie him flat. He also has a chesty cough and his saliva is thick and sticky and foamy. He is now 5 weeks old and this worries me. I have been to the doctors and they say his chest is clear and send me away again. Am I right to worry about this? He cannot sleep unless I hold him upright or he chokes! I would be grateful for any advice. Thank you
