Hi,Dear,Thanks for your query to HCM.
Dear I read facts of your query and reviewed it in context to your health issues submitted in your query.
I understood your health concerns and feel Concerned about them.

Based on the facts of your query the reply of your query is-
Your current health issues seem to be due to -TOS (Thorasic Outlet Syndrome)-Venous with Neurogenic type, mostly from Subclavian vein / or Axillary Vein compression with brachial plexus nerve entrapment due to Cervical rib and other vascular entrapment causes in left neck region.
This vein bulging is because of the vein temporary Vein obstructions due to Movement of the shoulder and arm, causing temporary entrapment of Axillary or Subclavian Vein on left side and of the brachial nerves.
The neural entrapment would explain the itchiness and numbness in area along with the puffy fingers.

Do's suggested-
Check With Chest Surgeon/ Vascular Surgeon-Doctor- with Adson's test and CostoClavicular Maneuvers.
Chest X-ray / and Cervical X-ray-CT Neck and USG with Color doppler would fix the exact cause of this vein bulge on left chest.
You should consult Chest Surgeon/ Vascular Surgeon from Surgery department.
Hence Other causes - need to be ruled out,by verification with Chest Surgeon/ Vascular Surgeon.
This would resolve the complaints of your's.

Constant follow-up with local family or specialist Chest Surgeon/ Vascular Surgeon for long term would give you long remissions of such vein bulging in time to come, which would depend on meticulous follow-up treatment of your health concerns.

Just don't worry and be patient and co-operate with your doctors, till you verify with your attending doctors.
For early recovery-please follow above do's which would resolve your complex health issues.

Hope this would help you to treat your health issues in the best way possible.
