What Causes Weeping Edema On The Legs?

My mother in law is 82. She has not seen a dr since 1986. I am taking her at her request to see one tomorrow and need to prepare myself and the family for what we might hear. She has had swollen legs for quite some time with some clear seepage. She is overweight and very inactive. The blisters on her legs are now covering her chest and back with intense itching and discomfort. She thinks we will get some antibiotic for an infection and be on our way. What can I expect the dr to do or test before we leave their office?
