I have recently noticed a small water blister type rash a quarter inch under the head on the shaft of my penis I had rough Sex n masterbated a couple times n I m scared it might b herpies or just a water blister I popped most of the small bumps n it hurt a little bit but it Wats a clear type discharge

Mostly You have acquired Herpes 2 infection However it can be confirmed only by doing Swab test and PCR test on a fluid from blisters.
You need to take broad spectrum antibiotic like Cefexime along with anti viral medicines like Acyclovir and Diclofenac twice dailyalong with topical antibiotic ointment like Neosporin twice daily.
Ensure to wash your genitals with warm water twice daily.
