What Causes Vaginal Itching?

I have had vaginal itching for sometime now. I have used Monistat, thinking it was a vaginal yeast infection. The problem is more in my pubic hair close to the vagina. I have had my husband look and he doesn't see anything. I am 63 years old and my husband is no longer able to have sex, so it's not a sexual disease. Any ideas?
