You did not mention if you are suffering adenoid problem.Please get it treated with your general physician first.
Yes,this can be treated with braces as you are 23 year old.This can cost any where between 20,000 Rs to 35,000 Rs depending on the severity of the proclination you have,and if a surgery is necessary.
Do not feel depressed regarding your looks.Believe me,no one is perfect as such.
