General & Family Physician 's  Response
Hi,

It is suggestive of phimosis. Based on the history given, you seem to be suffering a condition called 'phimosis' which is due to inability to retract the skin (foreskin or prepuce) covering the head (glans) of the penis. If not treated it may cause recurrent infection (balanitis). You are advised to consult a general surgeon for the treatment in the form of circumcision after your blood sugar is controlled with medications.

Hope I have answered your query. Let me know if I can assist you further.

Regards,
Dr. Mohammed Taher Ali, General & Family Physician
