Hi, welcome to the health care magic and thanks for asking your query here
Some skin conditions cause Dry and flaky skin which Leads to cuts in the skin This may be related to just an climate related skin changes or allergic contact dermatitis or it may be something more stubborn skin condition like psoriasis, Eczema or seborrheic dermatitis And it needs thorough medical medical checkup to confirm the final diagnosis
If you have an excessive dry skin and lives at very cold temperatures than apply moisturizers regularly on exposed part of body also wear gloves to prevent your skin of hands from cold air
But if your problem re ocuurs and spreads at more locations in body than I would strongly suggest you to visit dermatologist to get it examined and rule out the underlying disease
I hope it helps thanks and get well soon
