What Causes Shortness Of Breath And Water Retention In The Body?

Good afternoon, My mother is 79 yrs old. Since last two months having breathlessness while walking for few steps. She was having problem of water retention. She also had acute urine infection for which treatment was given. She is also having back pain. Please advise.
