Hello,

Your symptoms seem to be due to the following:
1) Cervical spondylitis where in the cervical vertebral space is reduced and the nerves of spinal cord are compressed leading to pain and stiffness in neck and upper arms.
2) Brain tumor
3) Encephalitis

You need the following:
1) Thorough clinical examination of nervous system.
2) If required, MRI brain and spinal cord.
3) EMG studies.

My suggestions are as follows:
1) Mostly you are suffering from cervical spondylitis.
2) So, you can take a course of pain relieving medications and see if it works.
3) Take NSAIDs like tab. Ibuprofen or tab. Naproxen twice daily for 2 weeks.
4) To prevent gastric irritation, tab. Pantop 40 mg is to be taken once daily before food.
5) If you have kidney failure or bleeding problems, avoid NSAIDs. Use opioids like Oxycodone, Hydrocodone and Tramadol in place of NSAIDs.

If your symptoms don't subside in 1 week. Please do consult a neuro-physician for further evaluation for accurate diagnosis and appropriate treatment.

Take care. Hope I have answered your question. Let me know if I can assist you further.

Regards,
Dr. Pallavi M., Anesthesiologist
