What Causes Severe Itchiness On The Back Of A Child?

I have a daycare and have 1 child that severe itching on the back of her neck and she has little bite marks there....I cleaned out all the pack n plays and hers had little white specks it it looked like pieces of fuz but they moved.what could this be? I looked in her hair and it had little specks like pieces of salt

Your child might have developed head lice along with do eczematous patch over the neck.
The lesions over the hair that you have noticed might be due to nits in the hair strands. It surely requires treatment with agents like permethrin.
Advice the concerned child's parent to see a nearby dermatologist soon for confirmation of diagnosis and further treatment.
