What Causes Severe Headache With Elevated Blood Pressure?

my husband s blood pressure is 169 over 118 and he has a severe migraine headache. He is 57 years old. He is on BP medicine and usually doesn t get severe migraines. Should we wait until the morning to see if this passes. His normal BP is high. Usually in the the 80 s. But we have never seen it 118
