What Causes Red Patches Inside Elbow?

My 12yr old daughter has patches inside her elbows that are red and rough. Doctor told her to use cortisone which makes them even redder and burn. Any ideas why and what is wrong with her? She also has this under her eyes and doctor said it was eczema.
