What Causes Red Line Running From Bicep To Elbow?

my husband has a red line from his bicep to the inside of his elbow. he works in a metal fabrication factory...he says it s painful...a dr. at the clinic said it has something to do with his folicals. i ve never heard of that before...thought it was more of a blood poisoning thing...also he has not had a tetanus shot for years and years...just looking for a possible second opinion. as far as i know he hasn t been bitten by anything other than mosquitos...does this dr know what he s talking about?
