What Causes Red Bumps On Neck And Legs Of An Infant?

My 6 month old grand daughter has red bumps on her core, up the back of her neck, and on her upper legs. Her dr. Sent her for blood work to check for measles. The tests came back inconclusive for measles, but with high liver enzymes. Blood work to be redone tomorrow. Your thoughts?
