What Causes Recurring Signs Of Chills, Joint Pain And Red Splotches On Torso And Chest Region?

I am having recurring symptoms. They are stiff neck, headaches, chills, fever 100.4 - 100.7 sometimes higher, joint pain and red splotches on my torso and chest areas. This only lasts about 24 to 48 hrs except the splotches (whelps & blisters) take much longer to go away completely. This has happened 3 times the last 3 months approx same time of the month. I am just getting over my last episode.
