What Causes Recurring Petechiae On The Neck And Shoulders?

My eight year old daughter has recurring petechiae on her neck and shoulders, that occurs approximately every 4-6 weeks. She has no other symptoms and is otherwise perfectly healthy. The rash has never occurred on any other part of her body. I have had her evaluated by a doctor with Children s Hospital infectious disease program. Her blood work has come back normal, and doctors can not figure out why this keeps recurring. Is it possible that this is normal? The petechiae rash remains for approximately 1-2 days, and then is gone, but has been recurring on and off over the past 6-7 months. Thank you!
