What Causes Rashes On The Neck Area?

Yes. I have a rash on my neck area and a patch on my cheek that has progressed since the first the year. My skin is not severely dry. This rash appears to be small patches of itchy, red, slightly ooozing something clear then it crust over. Some days it may not appear and seems that it may be gone. I have been to my PA and my Dematologist. Only prescribed a cream that did nt work and so here I am still having the issue.
