What Causes Rashes In The Arms For A Three-year-old?

I have a 3 yo girl who has had a rash on her arms mainly but also her back and stomach. She has had it for about 3 weeks now and it comes and gets better,then comes back. We ve been using otc skin therapy medicine, but has not clear up. The rash is splotchy and her skin is rough to the touch. Any thoughts on possible causes?

Hi,
From history it seems that she requires proper diagnosis of her condition and proper treatment.
Do not go for finding out reason and treatment of her problem.
Seeing on clinical examination by dermatologist is a must.
After proper diagnosis treatment can be started accordingly.
Do not go for OTC medicine without proper diagnosis as it might contain steroid and at this age use of steroid if require let dermatologist advice.
