What Causes Puss In Ear?

My daughter is 10 months old. She had tubes put in a month and a half ago. She did a culture four days ago and results came back today as staph, her dr put her on ear drops and told me to clean the ear real well before i put them in. My question is, tonight when I went to put the drops in while I was cleaning the ear puss keeps coming up. What should I do bring her to E.R. or call the doctor in the morning?
