What Causes Painful Open Blisters On Hand?

It started while I was using a stripping agent (construction worker) only on my hands open blisters that spread and now it heals over, splits, and hurts down to the bone. I have tried cortisone...even a 10.0% ! it takes care of it to a small extent. It never goes away and is getting worse my doctor said it was psoriatic dermatitis. I cant find anything online with that name.

from the description provided, it seems you could be having contact dermatitis which is quite commonly seen in construction workers. Another possibility could be psoriasis of hands( as your doctor has diagnosed). Use of emollients, potent steroid cream, wearing gloves while working and if required avoiding the inciting cause( construction work) should help.
