What Causes Painful Itching Around Ankles?

The past few years I have been experiencing painful itching. It started on the top of my feet around my ankles. Over the years it has moved to most of areas of my body though not at the same time. It does seem to get worse after showering or when I m in cold weather. If I put clothes on and fight not to itch it will subside. I do not have any allergies and it does not effect my breathing or any other function. Any ideas on what could be causing this problem?
