What Causes Pain In The Arm After Receiving A Gardasil Vaccination Shot?

My grandson continues to have pain in his arm after a gardasil vaccine. It have been about a month since the vaccine. It is now causing pain in his arm and shoulder blade. So much so that just touching or patting him on the arm or shoulder hurts. There is not any visual injury , swelling , redness or warmth to the area. Why is this still bothering him.
