What Causes Low IQ And ADD In A Child?

I have a friend with an 11 yr old daughter who she is struggling with. What are the common symptons of a child with Low IQ? We have seen many Doctors who have said it could be ADD, but most have said its a low IQ? She has poor Social skills, poor personal hygiene & very irratic behaviour, sometimes verbally & physically aggressive. How can we help?

Most obvious symptom of a low IQ is poor academic performance. IQ can be objectively assessed with simple clinical tests. This needs a comprehensive approach including general pediatrician, a developmental pediatrician, and pediatric psychologist. Their pediatrician can guide through the process.
