What Causes Itchy Spots On Penis?

i have had a few spots on my penis catch my eyes. when they first came there were 3 and one on the head. they have been red and itchy but only when i scratch them. then the spot sorta flaked off well i made it flake. but the same flaky type head of the bumps come back. i want them gone.
