Hello and welcome to HCM,
An itching rash in the groin and scrotal region could be due to infection.
Rash and itching are commonly seen in fungal infections.
Baby powder may be providing symptomatic relief to the site, however, proper assessment and thus management are required.
Avoid sexual contact till the rash is treated because the infection can transmit sexually.
I suggest you to consult your primary healthcare provider for clinical assessment and thus management.

Thanks and take care
