What Causes Itchy, Red And Cracked Skin Rash Under Bottom Lip?

I have itchy, red, and cracked skin rash under my bottom lip. Had it for probably two years. I ve been to 4 doctors back then they saw nothing. I have bad insurance right now and its worse than ever. The crack-like curvy lines are concerning me. I have not seen any of these cracks anywhere on the internet medical sites. I ve been taking L-Lysine pills and ointment but It doesn t help. I ve also recent started coconut oil. I took a picture and uploaded it to photobucket, I don t know if you can do links here or not? http://s691.photobucket.com/user/cannabis_2009/media/IMG_1971_zpsiwduivig.jpg.html?sort=3&o=0

Doctor may presecribe any ointment or oral antihistamine to prevent itching.
