What Causes Itchy Rashes On Arms And Peeling Of Skin Near Neck?

I HAVE NOTICED THAT I GOT GOOSE BUMPS GOING FROM MY INNER ELBOW TO MY UNDERAERM BLACK TAR MARKS ON THE SAME ARM T THEY ITCH BUT NOT CONSTANTLY I ALSO HAVE DRY PEELING SKIN ON MY NECK,,ALSO IN BETWEEN MY BUTT CHECKS I NOTICE ILL GET A RACH ITS ITCHY THEN A BUMP THEN SPREADS ALITTLE WILL GO AWAY AAFTER ABOUT A WEEK..IV NOTICED ITS WHEN I VISIT MY SEXUAL PARTNER HOW HAS IT ALL OVER HIS LOWER BACK AND INSIDE HIS BUTT AND CHECKS I HAVE HAD THE RASH WHEN I WAS A KID BUT NEVER IN MY BUTT CHEKS IT WOULD PILL AROUND MY FACE...AND NECK AREA BUT I GREW OUT OF IT THE DOCTOR TOLD MRE TO USE SELON BLUE...PLEASE HELP

I really appreciate your concern, such skin lesion could be due to some hypersensitivity reaction and could be idiopathic some time but can be successfully treated with "Tab Hydroxyzine 10 mg" three times in day, hope this information helps, take care and have a nice day.
