There are different causes for penile rashes as you describe above.The most common causes for rashes includes : infections (usually sexually transmitted disease), presence of fungi, allergies. or inflammatory skin diseases.I would reccomend to seek medical care for further evaluations instead of trying with over the counter skin creams. So the first thing to do is to get checked for any sexually transmitted disease possible.
