What Causes Itchy Bumps On The Skin?

My skin starts its andgets very bumpy (from scratching?) when am either in my car and the cool air blows on it (my hands and arms specifically) and also when I am in my pool (then it is my derrière and my tummy) but, as soon as I warm up the itch stops, why is this so?

By your history and description, possibility of urticaria (allergic dermatitis) is more likely.
So better to consult dermatologist and get done clinical examination of skin lesions.
You will mostly improve with steroid (mometasone) cream and oral combination of antihistamine (levocetrizine or fexofenadine) and anti allergic (montelukast) drug.
