What Causes Itchy Bumps On The Penile Shaft?

I ve noticed bumps on my penile a shaft filled with clear fluid along with a itchy sensation and I got tested and had a culture done and tested negative for herpes what could be the cause of these issues? I ve also been jelqing as of late could this be the cause? My girlfriend popped the bumps and now its swollen.

In my opinion, you should definitely consult dermatologist and get done culture for staphylococcus infection.
Staphylococcus can cause similar kind of painful itchy blisters.
You are may need antibiotics and other supportive treatment.
Avoid sexual intercourse for 1 month.
Avoid jelquing exercise also.
