What Causes Itchy Bump On The Penile Base?

Hi, i have a white bump on the base of my penis. its been there for a short while, its not painful and it does not look crusted or to out of the ordinary. although i don t know what to make of it, it gets a little itchy around the bump, should i be concerned?
