What Causes Fishy Smelling Breath In A Child?

My three year old daughter seems well but has fishy smelling breath! What could this be please? It has been like this for about a month now. I clean her teeth at least twice a day including scrubbing her tongue, but the smell comes back within about ten mins of cleaning them.
