Hydrocortisone and any corticosteroid does cause blood pressure elevation, particularly if the patient does not reduce sodium (salt) intake. I don't have enough data to suggest further action as I don't know why hydrocortisone was prescribed to you.
If hydrocortisone is not necessary any more than stopping it will solve the problem. Until then you should reduce sodium intake, including hidden sodium sources like cheese, bread, salami, etc.
