What Causes Dizziness With Doubled Vision In A Diabetic?

My Husband is 66 yrs old has diabetes high blood pressure and colesterol but he has been very healthy has never been overweight and was always very active working and doing other things. Last week he complained about seeing double vision and feeling very dizzy and his right eye started swelling which was very unusual we went to the ER spent several hours and they could not come up with anything after doing a CT. Next dat we went to his GP and Optometrist still no answer next day he felt worse more dizzy and blurry double vision back to the ER nothing found. It has been oer a week his right eye is still swollen still blurry and double vision and he is still dizzy not able to walk too much. What could be causing this problem? Now he is more worried thinking the worst can you help?
