What Causes Constant Chapped Lips?

I have had what feels like chapped lips for two months,never would heal from nightly mentholatum as well as triple antibiotics ointment. I recently read to touch it with apple cider vinegar and if it turned white and burned i need to see a doctor. The bottom lip immediately turned white and blistered from holding the qtip on for one minute. Should i b concerned with lip cancer??

I have gone through your query and can understand your concerns..

As per your symptoms it seems to be chapped lips and for this you need not to put any antibiotic ointment and also apple cider vinegar will burn the skin of lips which is already chapped.
You need not to worry about lip cancer as chapped lips can be seen in common conditions like dehydration, cold and dry climate, lip sucking habit, excessive sun exposure, nutritional deficiency [vitamin B12 and iron] etc..
You should apply a bees wax containing lip balm or Petroleum jelly as both of there will lock moisture over your lips as well as maintain lubrication which will in-turn prevent irritation and cracking of lips..
You can also apply aloevera gel..
Apply vitamin E containing gel over the lips at night..
Avoid any chemical containing lip cosmetics.
Drink plenty of water..
Exfoliate your lips twice a week using a mild scrub..
Prevent excessive exposure to sun and cold and dry air..
Apply a SPF 15 containing lip balm when exposed to sun..
Avoid licking and sucking the lips as it evaporates moisture and further cause drying of lips..

If still you do not find improvement in one month consult a Dermatologist and get evaluated..
