What Causes Chillness In Arms And Palms?

I am a 37 year old female who is 5 ft. 4 in. and I weigh 115 lbs. I am extremely active with my twin 6 year olds. Although my son has given me a lot of stress the past few years. I work out off and on and want to start a consistant routine exercise program. Several months ago I was doing P90X. Since winter started this year, I have had problems with my right hand and arm becoming extremely cold. I have always had cold hands and feet when I get cold but this is much more only in my right side. Any time I elevate my arem to hold a book, work on the computer, drying my hair, or anything for more than a few minutes, it starts at my fingers and goes up my forearm. I have been having a pulsating pressure in the back of the base of my head which comes and goes. I thought at first that with my straining eyes at times it was my vision. I saw a Opthamologist who said just dry eyes and sent me to his buddy a rumatologist to rule out raynauds disease. I do not have that and was sent to a neurologist for a nerve conduction test. Do not have carpal tunnel syndrome. However, he did have to warm up my hand and arms just to do the test due to it was extremely cold and below the lowest of normal levels. I told him sometimes my right shoulder is extremely tight and sore. I did not know if that with my other symptoms and my come and go spasming right rhomboid with much pain could it be Thorasic Outlet Syndrome or arthritis (which I was told 8-9 years ago I had in my cervical spine)? However, I do not know how long this has been going on but my heart rate (since I have been checking the past 3 weeks) is averaging 100-110 min. during any everyday activity while standing up. Making my kids breakfast, drying my hair, walking around the house or just standing. I tried to do come cardio the other day and working at about the pace I usually do my HR was 174 bpm. Sitting, it can go down to 92 if I am really lucky maybe mid 80 s which is not often. When I wake up sleeping sometimes it feels pretty fast and sometimes it has gone down to 82 bpm when sleeping. Before all this crazyness has been hapening, my resting heart rate was low 70 s. My resting BP is 110/62 which is what it has always has been. What do you think this could be and recommend. I would appreciate any info. you may have.
