What Causes Bruises And Bubbles On Veins On Leg Of Diabetic Patient?

My dad has diabetes and he has had calf pain for the past four days... difficult walking. There is a bubble in his vein and bruising, but he did not injure himself... is this something that needs ER care or can he make it to a clinic/Dr tomorrow? What would cause this?

I really appreciate your concern, the symptom could be due to muscular spasm and it is not the vein related or circulation related and you can see the GP for that no need to see the ER hope this information helps.
