I can understand your concern for brown circle on foot post rusty nail injury. It appears that after the nail injury it caused accumulation of blood over the affected area of the foot. It is quite common to find release of pigment and then formation of brownish spots after such kind injuries.
You just keep an observation of the area and if you feel that it is increasing in size then can discuss with your dermatologist. For the time being there is no need of application of any cream or ointment. Still if you are worried then you can discuss further with a dermatologist. Take care.
