What Causes Breathlessness After Two Bouts Of Pneumonia And Congestive Heart Failure?

I am recovering from 2 bouts of pneumonia, which seems to have caused a bout of congestive heart failure. I still have continuous shortness of breath, which oxygen does not help. I am living in a nursing home, due to a stroke in 2015. I also have hypertension. I am getting no answers about the shortness of breath from the nurse-practitioner. I have to sit still and not walk around due to feeling suffocated all the time. What could be causing this awful feeling?

in nemonea there is consolidation of lungs which can give rise to breath less ness. congestive heart failure is directly not related. but infection in body can effect heart and result in infection of myocardium.
