What Causes Blister On The Skin Below The Urethra?

I just went to the bathroom and noticed a small blister on the skin just below my urethra. I have had small blisters there before went to urologist and was tested for STD twice both where negative. He said my skin in that area is probably sensative. The last time i have sex was sunday morning with a condom however the night before my girlfriend used lube on my penis for the first time during foreplay. I have also masturbated a few times this week including ladt night any ideas on what i might be.

Hi,
It seems that there might be having some infection on opening of urethra producing some soreness and irritation.
This can be due to allergy to lube used on penis.
Nothing to worry, apply triple action cream for few days.
Avoid sex for few days.
Avoid using lube for lubrication.
Ok and take care.
