What Causes Anal Bleeding And A Pus Filled Bump In The Anal Region?

My dad has been having a problem, he is 45 years old. He tell me that sometimes when he goes to the bathroom he wipes and theres blood on the paper after he wipes.He also tells me it hurts sometimes it looks like a small pimple and puss comes. What can it be and what type of doctor that he need to be seem b?Do medical insurance cover that?
