What Causes An Elevation In BP And Pulse Rate While On Testosterone Shots?

My husbands body quit making testasarone in his 30s. He does receive a injection every two weeks. He has high blood pressure and takes 3 medications for it. It seems to never come down. Now he s battling a high pulse of 116 everyday. What could be going on?
