Do not worry. This is just a small abscess and will go away. I would advise you the following. Clean the area with soap and water to remove the producs of the sweating and dead skin. Then apply liquid povidone iodine locally , let it dry. If this alone does not help, get a small course of an antibiotic and an anti-inflammatory medicines like Ibuprofen. This will get healed. Never in the future shave of the scrotal skin, You can cut the hair or use the mechanical shaver which clips the hair off the skin
