What Causes A Sudden Loss Of Strength In The Neck And Head?

I have a 20 month old son.... he has an issue. not sure what it could possibly be. He will suddenly lose the strength in his neck and his head will tilt to one side. once that happens he will become very lethargic and then he is unable to walk because he has no balance. then.... 30-40 mins after this incident starts, he will vomit. I have taken him to the drs. several times. tests tests tests... no results :( any ideas??
